SIL Providers: What They Do and the Rules They Follow
A SIL provider manages and delivers supported independent living: it employs and rosters the support workers in your home and makes sure your support matches your plan. Every SIL provider must be registered with the NDIS Quality and Safeguards Commission. From 1 October 2026 only registered providers, or providers who applied to register before then, can deliver or claim SIL.
What Does a SIL Provider Do?
Runs the support in the home, around the clock, within the funding in each resident's plan.
- Agrees with you how your SIL will be delivered, in a service agreement
- Rosters support workers, including overnight, often using a roster of care
- Delivers personal care, skill building and supervision at home
- Carries out any behaviour support plan
- Manages shared supports with housemates, and how vacancies are filled
- Gives you a tenancy agreement if they also provide the housing
Do SIL Providers Have to Be Registered?
Yes. Registration became mandatory for SIL in 2026, whatever way the plan is managed.
| Date | What changed |
|---|---|
| 1 July 2026 | SIL providers must register with the NDIS Commission. A new registration group, 0138 Assistance with supported independent living, and the SIL Practice Standards start |
| 1 October 2026 | SIL can only be delivered and claimed by providers that are registered or applied to register before this date |
Providers that applied before 1 October 2026 can keep delivering SIL until the Commission decides their application. The Commission lists them in Part 3 of its provider register. If your provider doesn't register, the NDIA says it will help you find a registered one, and your plan and funding won't change.

What Standards Do SIL Providers Follow?
The core NDIS Practice Standards plus a supplementary module just for SIL, with four standards.
| Standard | What it expects |
|---|---|
| Supported decision-making | You make decisions about your home, routines, relationships and support, with help if you want it |
| Safeguarding | You're safe at home, including from conflict and bullying between housemates, and workers are trained in de-escalation and positive behaviour support |
| Practice governance | Workers are trained and assessed in person-centred and trauma-informed practice and active support, and residents are consulted before a new housemate moves in |
| Agreements about tenancy, housing and support | Separate service and tenancy agreements, managed conflicts of interest, and your right to change SIL provider during your tenancy |
Registered SIL providers also need certification audits and must meet all other conditions of registration.
How Do You Check a SIL Provider?
Search the NDIS Commission's provider register, and ask direct questions before you sign anything.
The register shows approved providers, and providers whose registration was revoked or who were banned. Part 3 lists SIL providers still waiting on their application. The NDIA's provider finder also lists registered providers by area. Our guide to choosing a SIL provider has the questions to ask.
Can One Provider Give You Both the House and the Support?
Yes, but the agreements have to be separate, and your tenancy can't depend on keeping them as your support provider.
The provider must help you understand that the service agreement and tenancy agreement are legally separate, refer you to independent advocacy or legal help if you need it, and let you change SIL provider during your tenancy.
Questions People Ask
Can an unregistered provider deliver SIL?
Not any more. From 1 October 2026, SIL can only be delivered by providers that are registered, or that applied to register before that date and are waiting on a decision.
Is it SIL if I employ my own support workers?
No. If you choose, direct and roster your own workers, that's a self-directed arrangement, not SIL, and the SIL registration rules don't apply to you.
Can I choose my SIL provider?
Yes. Once SIL is in your plan you choose which registered provider delivers it. A support coordinator can help you find one.
What is registration group 0138?
The NDIS Commission's registration group for Assistance with supported independent living, added from 1 July 2026.
